Mahama appoints Aaron Kanor as Acting Customs Commissioner at GRA

President John Dramani Mahama has appointed Aaron Kanor as Acting Commissioner of the Customs Division of the Ghana Revenue Authority (GRA), with immediate effect. The GRA announced the decision in a press release dated February 23, 2026.

The appointment marks a leadership change for a division that sits at the centre of revenue collection, border security, and trade facilitation. The GRA said the new acting head brings more than three decades of service within the Authority.

What the Customs Division does every day

The Ghana Revenue Authority is the state agency that collects taxes and other public revenues. The Customs Division is the GRA unit that manages duties on imports and exports and enforces border controls.

Its work affects government revenue and national security. It also shapes how quickly goods move through ports, airports, and land borders.

Aaron Kanor appointment and the mandate ahead

In the release, the GRA described Kanor as a seasoned customs professional. It said his record reflects integrity, operational excellence, and strategic leadership.

The Authority also linked the change to stronger customs administration and improved compliance. It framed the goal as building efficient and secure trade systems that support Ghana’s economic activity.

From port operations to the top job

Before his elevation, Kanor served as Officer in Charge of Port Operations, according to reports that cite the GRA statement. In that role, he oversaw key customs functions, including enforcement of customs laws, revenue collection, and trade facilitation.

The GRA said his leadership strengthened border security systems and improved compliance within Ghana’s international trade environment.

Enforcement track record across multiple postings

Over his career, Kanor held strategic roles in different parts of the country. These included Sector Commander at Kotoka International Airport and Wa Collections, and Chief Revenue Officer in several operational areas.

The GRA statement said he led intelligence-driven operations that targeted smuggling and document fraud. It also cited cases involving invoice falsification and manipulation of vehicle identification records.

Modernisation efforts and faster clearance

The Authority said Kanor played a role in customs modernisation. It pointed to work on electronic valuation systems, which use digital tools to support consistent assessment of goods for duty purposes.

According to the release, these initiatives improved efficiency and reduced cargo clearance turnaround times. The GRA added that the steps helped align customs administration with international best practice while facilitating legitimate trade.

Thanks to the outgoing commissioner

The GRA said Kanor takes over from Brigadier General Glover Ashong Annan. The Board, Management, and staff congratulated Kanor and thanked Annan for his leadership of the Division.

The change was announced as immediate, and the Authority has presented it as part of a broader drive to strengthen compliance and border controls while supporting trade through more efficient processes.
